On 28 February 2025, Japan’s Cabinet announced its decision to submit the Bill on the Promotion of Research and Development and Application of Artificial Intelligence-Related Technologies to the National Diet.
This new legislation lays the foundation for a cohesive national strategy on AI, setting out clear definitions and guidelines for technologies that replicate human cognitive abilities through artificial methods and sophisticated information processing systems.
Coordinated Effort Across All Sectors
The Bill is designed to ensure that Japan remains at the forefront of technological self-sufficiency and international competitiveness.
It assigns responsibilities to a wide range of stakeholders: the national government is tasked with developing comprehensive AI policies, local governments must tailor measures to their specific regions, research institutions are urged to focus on advancing research and nurturing talent, and businesses are expected to integrate AI into their operations while collaborating closely with government initiatives.
Even citizens are encouraged to broaden their understanding of AI, fostering a culture of informed innovation across the country.
Transparency and Protection of Rights
A key pillar of the legislation is its focus on transparency. The Bill introduces measures aimed at preventing misuse of AI technologies, ensuring that research and applications do not infringe on citizens’ rights.
By incorporating robust safeguards, the Act seeks to protect personal information and maintain public trust.
This approach not only addresses domestic concerns but also sets out clear provisions for international cooperation, ensuring that Japan’s AI practices meet global standards and facilitate secure cross-border partnerships.
Mechanisms for Implementation and Oversight
To bring these policies to life, the Bill introduces two crucial mechanisms:
- The first is the Artificial Intelligence Basic Plan, a detailed roadmap for the nation’s AI strategy that outlines research promotion, responsible usage, talent development, education, and continuous monitoring of AI trends.
- The second is the establishment of an Artificial Intelligence Strategy Headquarters within the Cabinet. Led by the Prime Minister and including all cabinet ministers, the Headquarters is tasked with overseeing the Basic Plan and coordinating AI policy across the government.
This structured approach allows for legislative, financial, and administrative measures to be adopted as needed, fostering a collaborative environment that spans both public and private sectors.
